Cicаdаs lаy dоrmant fоr years. Then, every 17 years, they emerge en masse, flоoding the rural State of Endo with noise and lots of flying insects. It’s creepy to say the least. Historically, after the hatch, the dead cicadas and hatching detritus are removed from the property and destroyed in local landfills and crematoriums. No landowner wants this odiferous decomposing material on his property. It’s come to light in the last few years that the particular cicadas indigenous to Endo’s verdant plateau contain an enzyme which promises a breakthrough for cancer treatment. Hoping to capture the market and promote the common good, Congress has enacted a statutory scheme whereby key scientists, including those employed by the large pharmaceutical conglomerate, Fix-all, to enter and be present on this privately owned land – at Fix-all’s expense - during the “hatch” for 3 days every 17 years. The next “hatch year” will be 2038. The scientists so deployed under the proposed legislation may only collect cicadas (alive and dead) and living larva, (if any), and must not disturb the biosphere whatsoever – no title regarding the property in question will change as a result of the statutory scheme. All research becomes the intellectual property of the scientific sponsors. The private landowners or their assignees will receive pro rata .01% of any gain realized from this research, if and when, a profit exists after accounting for research, prototyping, and trial run expenses. Fix-all’s CEO is the son-in-law of the sitting President of the United States (POTUS). A sitting Congressman – Hon. Bevis Tragg, representing Endo’s unique cicada district and a bitter rival of POTUS - is quite concerned. POTUS, as a scientist himself who formerly owned 6% of Fix-all, pressed for this legislation as a private citizen prior to his entering public life and being elected President. POTUS divested his Fix-all shares prior to taking office. POTUS is inclined to sign the proposed legislation. Mid-term elections resulted in a change of control for the House and its Committees. Congressman Tragg, who is not from POTUS’s political party, has convinced his newly configured House Health Care Committee to issue an investigative subpoena to the POTUS seeking the disclosure and production of all documents of whatever sort relating to the statutory scheme in question.
