22.    In the 1983 cаse оf Mоtоr Vehicles Mаnufаcturers Association of America v. State Farm Mutual, the Supreme Court set forth the factors used to decide if an agency action is "arbitrary and capricious."  In the case itself, it found that NHSTA had been arbitrary and capricious.  NHSTA had decided to abandon the requirement that car manufacturers install passive restraints (airbags or automatic seat belts) in new vehicles, in part, on the basis of evidence that car manufacturers were planning to install automatic seat belts, and individuals would then simply detach these seat belts, leading to a situation where the passive restraint mandate did not ultimately cause any change to drivers' safety - and thus, did not lead to any benefits.   Yet the Court rejected this claim in State Farm, in part because NHTSA had not considered the possibility of requiring only airbags (instead of giving car manufacturers the choice of using detachable automatic seatbelts instead).  Why, according to the Court, did NHTSA's neglect of this airbags-only possibility weigh in favor of finding NHTSA's decision (abandoning the passive restraint mandate) to be arbitrary and capricious?
