Background Facts The Oklahoma State Department of Licensing (the "OSDL") was created by a vote of the people through the Initiative Petition process that added an article to the state constitution to create the OSDL. The language in the Oklahoma constitution ("OSDL Amendment") provides as follows: 1) The OSDL is governed by a five (5) member board ("OSDL Board"). Each OSDL Board member is appointed by the governor of Oklahoma and must be confirmed by the Oklahoma State Senate.
