He is at the 5th% for height and 10% for weight. Physical exam shows a small infant with dysmorphic features including small cupped ears, micrognathia, a linear defect in the left iris, a 3/6 systolic ejection murmur and good capillary refill. What syndrome best accounts for this constellation of symptoms?
