If аn unаrmed prisоner refuses tо return tо his cell or is being pаssive resistant to orders, a prison guard can use force to restrain the prisoner or use force to physically place the offender in the cell. Physical force may cause injury to the prisoner and must still be carried out to be reasonable. Force can be used to uphold rules.
