A "rаnsоmwаre аttack" is when a criminal remоtely takes cоntrol of a person’s or company’s computer, then threatens to leak confidential information or delete files unless the victim pays a ransom. This type of attack is becoming increasingly common. Suppose there are 150 potential attackers, each of them considering launching one ransomware attack. All 150 are skilled enough that the attacks will be successful, but they differ in how much money they will be able to extract from their victims. 50 of them expect to gain $100,000 from the attack, 50 of them expect to gain $200,000 from the attack, and 50 of them expect to gain $300,000 from the attack. In all cases, the victim suffers additional disutility beyond the money lost - the stress of negotiating with the attacker, damage to their computer systems, or reputational effects of leaked information; suppose that the victim always suffers a loss of $100,000 more than the attacker gains. When a ransomware attacker is caught, they are sent to prison for ten years, which causes a disutility of $1,000,000 to the criminal, and costs the rest of society an additional $600,000. The FBI is considering launching a new unit devoted to catching ransomware criminals, and is thinking about how much money the unit will need.
