By 2000, the city limits extended to Cattle Company’s feed lot, and the city had a population of 350,000. About 10,000 people lived within three miles of the cattle feeding operation. The Cattle Company’s land is outside the city limits and no zoning ordinance applies. Cattle Company’s land is now worth $300,000 and $25,000 has been invested in buildings and pens.
