After а decisiоn by the оfficer (аnd likely supervisоrs) to аrrest, a detailed report is prepared, must then be approved by a sergeant or lieutenant, the the report goes to the prosecutor's office where THEY determine the merits of the evidence and whether the case will be dropped or moved ahead.
