Demоcrаtic institutiоns оr strаtegic interests?  Liberаlism acknowledges that the purpose of creating institutions is to reign in the baser instincts of humans. However, scholars are not blind to the fact that motivated individuals can subvert and corrupt those institutions for personal gain. Consider how this relates to establishment, maintenance, and potential dissolution of democracy.  For instance, democratic institutions are created with a system of checks and balances aimed at making it more difficult for corrupt or otherwise-self-serving individuals to abuse power. But these institutions are not impervious. If an individual is sufficiently motivated, they can ignore, subvert, and distort existing institutions in order to consolidate their power. While one individual may find this challenging, authoritarian regimes born from democracies begin in a predictable pattern. As noted in your book, the first step is typically to fill all powerful positions across institutions with loyalists who will do whatever the would-be dictator says. Then, the regime changes the rules (i.e., dissolves the checks and balances on their power) so that they are not constrained in their pursuit of power. Next, they take control of the media/communication so as to punish those who disagree and eliminate the transparency that promotes accountability.  Thus, we must ask ourselves: Is democracy really a product of the institutions or is democracy, at its core, dependent on the will of those in power to preserve it? That is, what’s more important, the institutions or the people in power? Your answer should be a minimum of 35 complete sentences and must follows the guidelines outlines in the directions of the reflection.
