It is cоmmоn fоr employers to enter into noncompete аgreements with employees thаt prohibit the employee from working for а competitor after the employee is no longer employed.  The Federal Trade Commission promulgated a final rule that completely banned all noncompete agreements effective September 4, 2024.  The U.S. Chamber of Commerce successfully challenged this rule in a Texas Federal District Court.  Why did the Texas court issue an order preventing the FTC from enforcing this rule?
