The Cоngress pаssed аnd the President signed а bill which thereafter became law that read as fоllоws: The President of the United States shall have the power, upon declaring a national economic emergency, to raise income tax rates without additional consultation with the House or the Senate in an amount necessary to [produce enough revenue to balance the Federal budget. These raises shall remain in effect until a law is passed by the normal process prescribed in the Constitution that reduces the tax rates raised by the President. This law shall be known as the Tax Powers Act (TPA). After the law became effective the House, Senate, and the President all properly passed a budget that was estimated to add one trillion dollars to the deficit for that fiscal year. The news reports disclosed that the President was preparing to issue an executive order significantly raising federal income tax rates.   Learning that an order raising tax rates was imminent, a group called the National Association of Taxpayers (NAT) filed a lawsuit in federal district court challenging the TPA and seeking injunctive relief. Discuss whether the court can hear this case as well as the substantive issue it presents.
