In recent years, the lake has become increasingly polluted, a result of a substantial number of properties surrounding the lake being developed. Development leads to erosion and causes various toxic compounds to leach into the lake. The state has imposed a twelve-month moratorium on any construction to allow it to develop a comprehensive land-use plan for the area. Trayvon owns a parcel bordering the lake. If he cannot develop his parcel in the next few months, he will default on his mortgage and lose his property. As a result, Opal’s machines are now worth only $500 each.  Opal sued the town, claiming that a taking had occurred.  Which of the following is most likely?
