On June 28, 1919, the Treаty оf Versаilles wаs signed by the victоriоus Allied nations of Great Britain, France, Italy, and the United States as well as the defeated Germany. The framers of the treaty hoped that it would stabilize Europe and ensure that another catastrophic war would never happen again. Negotiations had proved difficult. The Allies debated the matter, unable to agree amongst themselves: France wanted to definitively remove the German threat and cripple the country, Great Britain wanted to preserve its status, the US dreamed of a peaceful world with the establishment of the League of Nations, and Italy wanted to take over the territories it had been promised in 1915. In the end, the European Allies imposed harsh peace terms on Germany, forcing the nation to surrender around 10 percent of its territory and all of its overseas possessions. Other key provisions of the Treaty called for the demilitarization and occupation of the Rhineland, limited Germany’s army and navy, forbade it to maintain an air force, and required it to conduct war crimes trials against Kaiser Wilhelm II and other leaders for their aggression. Most importantly, Article 231 of the treaty, better known as the “war guilt clause,” forced Germany to accept full responsibility for starting World War I and pay enormous reparations, the crushing sum of 20 billion gold marks, for Allied war losses. Its colonies were confiscated, and its military strength was crippled. Humiliated, Germany seethed for revenge. A new war, which everyone had hoped to avoid, was already blowing up on the horizon.
