The Zimmermаnn Telegrаm wаs a cоded telegram sent by German fоreign secretary Arthur Zimmermann tо the German minister in Mexico.  The message was intercepted by the British and passed on to the United States. “We intend to begin on the first of February unrestricted submarine warfare. We shall endeavor in spite of this to keep the United States of America neutral. In the event of this not succeeding, we make Mexico a proposal of alliance on the following basis: make war together, make peace together, generous financial support and an understanding on our part that Mexico is to reconquer the lost territory in Texas, New Mexico, and Arizona. The settlement in detail is left to you. You will inform the President (of Mexico) of the above most secretly as soon as the outbreak of war with the United States of America is certain and add the suggestion that he should, on his own initiative, invite Japan to immediate adherence and at the same time mediate between Japan and ourselves. Please call the President’s attention to the fact that the ruthless employment of our submarines now offers the prospect of compelling England in a few months to make peace.”  On April 2, 1917, President Woodrow Wilson delivered this address to a joint session of Congress and called for a declaration of war against Germany. The resulting congressional vote brought the United States into World War I. "It is a distressing and oppressive duty, Gentlemen of the Congress, which I have performed in thus addressing you. There may be many months of fiery trial and sacrifice ahead of us. It is a fearful thing to lead this great peaceful people into war, into the most terrible and disastrous of all wars, civilization itself seeming to be in the balance.  But the right is more precious than peace, and we shall fight for the things which we have always carried nearest our hearts,- for democracy, for the right of those who submit to authority to have a voice in their own Governments, for the rights and liberties of small nations, to bring peace and safety to all nations and make the world itself at last free. To such a task we can dedicate our lives and our fortunes, every thing that we are and everything that we have, with the pride of those who know that the day has come when America is privileged to spend her blood and her might for the principles that gave her birth and happiness and the peace which she has treasured. God helping her, she can do no other." QUESTIONS: 1. What "deal" was the German foreign secretary suggesting to president of Mexico?  What impact do you think the telegram had on the American public?   2. According to this speech, what motivated President Wilson to abandon the policy of neutrality and enter World War 1? 3. Do you agree with Wilson’s belief that it was the responsibly of the US to “make the world safe for democracy”?   Your answer must be in your own words and must be supported by specific information from the reading. Your answer must be a minimum of 75 words.

Eugene Debs, а prоminent Americаn sоciаlist leader, was imprisоned during World War I for delivering an anti-war speech. "Every solitary one of these aristocratic conspirators and would-be murderers claims to be an arch-patriot; every one of them insists that the war is being waged to make the world safe for democracy.  What humbug!  What rot!  What false pretense!  These autocrats, these tyrants, these red-handed robbers and murderers, the “patriots,” while the men who have the courage to stand face to face with them, speak the truth, and fight for their exploited victims—they are the disloyalists and traitors... They have always taught and trained you to believe it to be your patriotic duty to go to war and to have yourselves slaughtered at their command.  And here let me emphasize the fact—and it cannot be repeated too often—that the working class who fight all the battles, the working class who make the supreme sacrifices, the working class who freely shed their blood and furnish the corpses, have never yet had a voice in either declaring war or making peace. It is the ruling class that invariably does both. They alone declare war and they alone make peace. . ." The Sedition Act of 1918 SECTION 3:Whoever, when the United States is at war, shall willfully make false reports or false statements with intent to interfere with the operation or success of the military or naval forces of the United States, or to promote the success of its enemies... and whoever shall willfully cause or incite insubordination, disloyalty, mutiny, or refusal of duty, in the military or naval forces of the United States, or shall willfully obstruct the recruiting or enlistment services of the United States, and whoever shall willfully utter, print, write or publish any disloyal, profane, or abusive language about the government of the United States or the Constitution, or the flag of the United States into contempt, scorn, or disrepute, or shall willfully utter, print, write, or publish any language intended to incite, provoke, or encourage resistance to the United States, or to promote the cause of its enemies, with intent to cripple or hinder the United States in the prosecution of war, shall be punished by a fine of not more than $10,000 or the imprisonment for not more than twenty years, or both.  QUESTIONS: 1. What reasons did Eugene Debs give for opposing America's entry into the war? 2.  What other groups of Americans might have agreed with Debs? 3. Debs was convicted and sentenced to 10 years in federal prison after making his speech.  Are the government and the courts justified for restricting free expression during wartime? Your answer must be in your own words and must be supported by specific information from the reading.  Your answer must be a minimum of 75 words.
