Prebisch argued that the first regions to industrialize in the nineteenth century (western Europe and the United States) locked in a lasting advantage over non-industrialized countries. That initial advantage meant that countries in Africa, Latin America, and Asia were stuck in roles as exporters of agricultural and mineral commodities and were importers of capital and technology. The gap between richer and poorer regions grew as manufactured goods and technologies became more valuable in relation to the raw commodities from which they were built.
