Tо cоnquer Lаtin Americа withоut burning billions, Jiuzhou Motors must mаster the auto industry’s hardest paradox: building a bespoke local car with the brutal efficiency of a global machine. On an overgrown asphalt strip two hours outside São Paulo, Guan Weiping is listening to the chassis of a disguised crossover shudder over a washboard of simulated potholes. Guan, a veteran manufacturing engineer who cut his teeth on three-shift lines in Wuhan, is thousands of miles from home, staring at an engine bay that smells distinctly of sugarcane alcohol. His employer, Jiuzhou Motor Group, did not arrive in South America out of leisurely ambition. It came out of necessity. Two decades ago, Jiuzhou was an obscure state-backed fabrication workshop on the industrial periphery of Hubei province, stamping out steel frames for heavy agricultural flatbeds and licensed light commercial vans. When Beijing signaled its push into electrification and modular architecture, Jiuzhou transformed itself with characteristic ruthlessness: poaching tier-one powertrain talent, pouring capital into high-throughput robotic stamping lines, and surviving the bloodbath of China’s domestic price wars. By the mid-2020s, it had emerged as a mid-tier export powerhouse with a reputation for building clean, software-dense compact SUVs at margins that terrified legacy European automakers. Yet at home, margins had shaved down to the bone. With management assuming that high tariffs would limit access to North America and regulatory barriers would constrain access to the European Union for its Chinese electric vehicles, Jiuzhou’s executive committee circled the Southern Cone. South America offered a vast, underserved middle class eager for modernization, but it came with a notorious reputation: a graveyard for foreign automakers that failed to understand that building cars for the region is nothing like shipping containers of finished sedans. Jiuzhou’s dilemma is the central tightrope of multinational industrial strategy: how to cater to South America’s stubborn local requirements without blowing up the economies of scale that made the company profitable in the first place. Which approach would help it achieve economies of scale while maintaining local responsiveness?
