The new procedure would reduce costs by 40%, but there is concern that the patient recovery time will be longer. Perform an appropriate test to determine if patients on the new procedure had a significantly greater average recovery time than patients on the old procedure. Use a 0.01 significance level. State the null and alternative hypotheses for this situation.
