Questiоn 1 (60 pоints pоssible; 120 minutes) A biology professor аt Lewis & Clаrk College who teаches a class on birds of the Pacific  Northwest (with a focus on native birds that live in old-growth forests in western North America)  would like to involve her students in a legal challenge to a new U.S. Forest Service rule that will  allow expanded logging in the Olympic National Park in Washington State. Located in the northwest of Washington State, Olympic National Park is renowned for the  diversity of its ecosystems. An extensive old growth forest surrounds glacier-clad peaks  interspersed with many alpine meadows, making Olympic National Park the best example of  intact and protected temperate rain forest in the Pacific Northwest. Eleven major river systems  drain from the Olympic Mountains, offering some of the best habitat for anadromous fish  species in the country. The park also includes 100 km / 62 miles of wilderness coastline, the  longest undeveloped coast in the contiguous United States, and is rich in native and endemic  animal and plant species, including critical populations of the endangered northern spotted owl,  marbled murrelet and bull trout. The professor and her students are all active members of the Sierra Club, which has tens of  thousands of members across the nation, thousands of whom visit federal forests each year.  She has taken her students to many national parks and forests in Oregon and Washington to  hike and experience some of the last intact rainforests in the U.S., and to view the northern  spotted owl and other birds that only live in the type of old growth forests that are found in  places like the Olympic National park. The professor has asked you to help her determine whether she and her students might be able  to bring a lawsuit to challenge the rule. Explain to the professor the basic rule of constitutional  standing in federal courts for individuals and for organizations and advise her on whether either  the Professor and her students, and/or the Sierra Club, would have standing as plaintiffs in  federal court to challenge the rule.
