ISO 9001:2015 Clаuse 8.5.1 stаtes: “The оrgаnizatiоn shall implement prоduction and service provision under controlled conditions. Controlled conditions shall include, as applicable…the availability of documented information that defines 1) the characteristics of the products to be produced, the services to be provided, or the activities to be performed; 2) the results to be achieved."  In addition, ISO 14001:2015 Clause 8.1 states: "The organization shall establish, implement, control and maintain the processes needed to meet environmental management system requirements, and to implement the actions identified in 6.1 and 6.2 by: establishing operating criteria for the process(es); implementing control of the process(es), in accordance with the operating criteria."
