Read the following scenario and then answer the questions below:  You may use your book and/or notes if you wish.Jordan Johnson and Skylar Martin are both support staff for Division One at Energy One, a successful oil and gas company. They both have worked for the company for 2 years. Both Jordan and Skylar came to Energy One because of its excellent reputation as a profitable, stable, and employee-friendly company. Energy One has over 500 employees divided into 5 Divisions.Division One has 70 employees. 30 are considered professionals with engineering or business degrees, and the remaining 40 are classified as support staff. Although the last five years have been very profitable for Energy One, there have only been very small cost-of-living raises allocated to support staff in Division One. Skylar has a close friend who works as support staff in Division Three, and she has received much larger raises each year. Skylar tried to transfer to that Division, but an opening is rare.Support staff members in Division One work diligently for the professionals they are assigned to and even perform small personal errands before or after work for their professionals. Both Jordan and Skylar were surprised to be asked to do these tasks, but were told by other support staff members that everyone has to do it. Every support staff member is given a 30-minute lunch break. There are two break rooms in Division One. One break room is for professionals and one is for support staff. Unfortunately, in the support staff break room, the coffee pot barely works, and the refrigerator is so small that Jordan finally created a calendar so that everyone would know who gets to bring perishables for lunch, since not everyone can do so. Sometimes, Skylar’s professional brings Skylar a cup of coffee from the professional break room, which has a wonderful Nespresso coffee machine. The professionals voted on this new coffee maker at their most recent quarterly Division One meeting, which is held to discuss office policies and other small office matters. Support staff are not invited to these meetings.Jordan, Skylar, and the rest of the support staff are getting tired of the division and lack of respect in the office. The dismissive attitude towards support staff has even carried over to the huge company picnic held every summer. Although they are allowed to bring their families, support staff are required to work at least one shift at the various events. This inevitably turns out to be most of the day, and so they do not get to spend much time with their family. Jordan and Skylar are fed up. Turnover at Division One is, not surprisingly, very high. They have rallied support staff together and had a meeting in which they all agreed to walk out on the job if changes are not made. As the designated leaders of the support staff, Jordan and Sklyar notified their Division One manager, Chris Stanley about the situation. Chris has called an emergency meeting with Jordan and Skylar as representatives of support staff to negotiate new working terms for Division One support staff members. Right before the meeting, Chris Stanley was notified by Energy One that due to budgetary issues, no raises could be given this year.

The discussion moves to the separate break rooms.  Chris Stanley tells support staff that the reason they created separate break rooms was to give the support staff privacy.  The professionals believed support staff would enjoy a space away from the professionals.  The negotiation is at which of the 4 steps?
