Example: Li Qiang became China’s premier (second in command) in 2022, and most experts believed he would simply be a “yes man” for president Xi.  This is his first national position, resulting in him having no specific base of loyalty in Beijing, and he’s been close to Xi for the past twenty years.  Despite this, Li has appeared to have a mind of his own and has actively worked with other national leaders to push Xi closer to Li’s own line of thinking.  A couple of the issues he appears to have influenced are the speeding up of reopening the country after Xi’s heavy-handed Zero-Covid policy and the loosening of business regulations.  He isn’t diametrically opposed to Xi though, as exemplified by his backing of Xi’s push to more evenly distribute wealth in the country.
