Choose the leader below that correctly fills in the blank with the name of the leader responsible for the events occurring in the following account of an Electoral Authoritarian Regime, “Invoking the security crisis, Mr. ___________ decided to send the military into a Congressional session to demand a multi-million dollar security loan, since Congress had previously failed to pass the security reforms of the President’s political agenda. Because of his popularity in clamping down on crime, his political party “Nuevas Ideas,” won the mid-term legislative elections, and increased its control over the legislative branch, which allowed him to do a variety of reforms to reduce the power of the legislative and judicial branches vis-à-vis the executive branch. To further increase the power of the national government over local matters, he reduced the number of provinces to increase the national control of his party in those posts. Moreover, with the congressional support of his party’s majority, he made a number of important constitutional reforms: he reduced the number of legislative seats in the national Congress, to reduce the opposition’s likelihood of winning legislative elections; and increased the size of the Supreme Court to increase the number of his party’s loyalists. In addition, his party’s legislative majority impeached two Supreme Court Justices that opposed presidential re-election, and this reform paved the way for the court to allow Mr.________ to run for a second presidential term, even though, the constitution previously prohibited the re-election of Presidents. As a consequence of the political reforms, US Diplomat Ricardo Zuniga who was the Principal Deputy Assistant Secretary of State for Western Hemispheric Affairs, commented on the country’s political transformation, ‘He will be in power for many years to come, so you need to have a working relationship. But you also have to be clear eyed. This is an authoritarian government ruled by a single party that is not sympathetic to U.S. strategic interests.’”
