You are the City Manager of a mid-sized town called Riverbend, home to about 60,000 residents. Riverbend’s wastewater treatment plant is nearing the end of its operational lifespan, and your office is responsible for overseeing the replacement process. After months of planning and consultation, your team has narrowed the choice down to two viable proposals: Option A is a conventional wastewater treatment facility that meets all minimum state and federal environmental standards. It will cost $45 million, the lowest bid by far, and will not require raising local taxes. However, it uses older technology that emits more greenhouse gases and discharges more nitrogen into the nearby river than newer alternatives. Option B is a state-of-the-art green facility that significantly reduces emissions, recycles wastewater for irrigation, and protects the long-term health of the river and surrounding ecosystems. However, it comes with a price tag of $70 million and will require a modest property tax increase for the next 10 years. Your town has a strong environmental advocacy community, including local scientists and high school students who have spoken passionately in public meetings about climate change and the town’s duty to lead by example. On the other hand, many long-time residents, particularly retirees and working-class families, are already burdened by rising living costs. At a recent town hall, a large and vocal group of citizens threatened to vote out any official who supports a tax increase, accusing the government of being out of touch with “real people’s problems.” You must now make a recommendation to the City Council, who will likely follow your lead. Your decision could shape Riverbend’s environmental footprint for decades, but it could also cost you your job. For this exam you will decide which is the more ethical option: A or B. In determining the ethical nature of this question, you devise a thought experiment of creating a council of 3 philosophers (that we have covered in your CEI Ethics class from the textbook – you may only pick one philosopher from before midterms). Which three philosophers would you choose to sit on your council and what important perspective do they each offer? What advice do you think each philosopher would give? Make sure to cite evidence from the reading to justify your reasoning. How would each philosopher answer the other’s points? By the end of your exam, you should be clear about your position. Your council is there to offer advice, but the choice is yours alone. As your teacher, I care more about you explaining/applying the reading material and how it would relate to this situation than the outcome that you chose. Make sure to address the complexity of the issue. I strongly recommend thinking about the topic thematically instead of going author by author. For example, the responsibility of public officials to act in the long-term public interest, the ethical obligation to protect the environment, even at economic cost, and the duty to represent and respect the will of the taxpayers.
