Chapter 7 discuses how the Roman emperor engaged   in   extensive  building  programs.  Between 324  and  330  a.d., he  carried  out  his  biggest  project,  the  construction  of   a  new  capital  city  in  the  east,  on  the  site  of   the  Greek  city  of   Byzantium,  on  the  shores  of   the  Bosporus.  This city,   (modern  Istanbul),  was  developed  for  defensive  reasons.
