Bаnning Plаstic Bаgs New Yоrk State lawmakers have agreed tо impоse a ban on most types of single-use plastic bags from retail sales, changing a way of life for millions of New Yorkers as legislators seek to curb an ugly and common source of litter. New York’s ban, which would begin next March, would forbid stores to provide customers with single-use plastic bags, which are nonbiodegradable and have been blamed for many environmental problems. New Jersey does not have a state ban on plastic bags, but some cities, including Jersey City and Hoboken, have banned them. The New York ban would have some exceptions, including food takeout bags used by restaurants, bags used to wrap deli or meat counter products and bags for bulk items. Newspaper bags would also be exempted, as would garment bags and bags sold in bulk, such as trash or recycling bags. The plan would allow for a 5-cent fee on paper bags, money that would go to the state’s Environmental Protection Fund. This fee would be optional however. Each county in the state could decide if they want to charge the fee for paper bags. The optional fee left some environmental advocates disappointed; they argue that by not requiring a paper-bag fee, many people will just use paper bags instead of reusable bags. The agreement was also being criticized by business and trade groups, especially grocery stores, a major target of such bans and fees. Small business groups also expressed concern about the costs.
