Critically analyze the argument that public administration must reclaim its role as a democratizing force capable of addressing inequality and restoring faith in governance. In your response, discuss how certain reforms and declining fiscal capacity have constrained this role, and evaluate the practical and theoretical implications for re-centering social equity and fairness within the discipline of public administration.
