Pаulа оwns аn оld hоuse in a large city. The house belonged to her parents, and she grew up living in it. She has spent $120,000 on improvements to the house. While it would be seen as an ordinary house in most of the country, because of its’ location it is worth about 1 million dollars. Paula’s house is immediately to the east of a large piece of property recently purchased by Chopper Inc. Chopper Inc. is a helicopter tour business. The City has agreed to let Chopper Inc. fly aerial tours of the city and the nearby countryside. The city specified a normal flight plan for the helicopters because of the noise they make. The helicopters could not immediately fly west because that would take them ove the hospital art low altitude. They could not fly South because that would fly over the City Hall complex. And they could not fly North because that would disturb classes at the local grade school. The only option was for the initial low altitude flight plan right after takeoff was to fly over Paula’s house to the east of Chopper Inc.’s land. During the day this could mean an overflight every 20 minutes. Paula wants compensation for her whole property, or if that fails, wants the city to come up with a different flight path.
