Scenаriо:  In а prоfessiоnаl development workshop, teachers are discussing the differences among the terms impairment, disability, handicap, and at-risk. The facilitator reminds the group that historically these terms were often used interchangeably, but today professionals distinguish them carefully. She gives an example:  A student who is blind has a visual impairment.  Because of this, the student may have a disability in accessing print without accommodations.  If the school fails to provide Braille or assistive technology, the student faces a problem interacting with the environment, such as being unable to participate in class activities.  Another student without a disability but exposed to poverty is considered at-risk for learning difficulties.  The facilitator asks: “Which term best describes the problem of interacting with the environment?” (3)
