Trestle Hоuse is а shelter fоr hоmeless men locаted on Edmonton’s 105th Avenue downtown. The house hаs over 400 beds and runs several programs such as offering short term or emergency lodgings, rehabilitation programs for alcoholic and drug-addicted men and a long-term residential program. There has been a complaint made by the Director that one of the Shift leads has stolen money from the residents: below is the transcripts from the testimony of the complainant, respondent and three witnesses: Aaron’s Testimony- Director - Complainant Some of our long-term residents are able to hold down jobs and pay for their room and food here at Trestle House. Those clients are supposed to bring their “rent” payments to the accounting office. However, often they are not able to make it to the accounting office when it is open so they give their cash or cheque to the Team Leads. The Team Leads issue a receipt to the client and store the cash or cheque in the Team Lead safe, until the accounting office is open and then they make the deposit for the client. On June 5th one of our long-term residents, Herb, requested a new receipt for his January, February and March payments because the ones he had were all dirty. When accounting looked into the three months, they had no record of any payments received for January, February or March of this year. Herb was adamant that he made the payments, because he had a handwritten receipt from Stephen Sharpe one of the Team Leads. I requested that Flora Fawcett from accounting complete a full audit of the year. I have heard complaints from the Team Leads that they don’t feel that their office is secure to hold cash payments, but that is how we have always done it. Flora Fawcett – Accounting – Investigation Testimony June 6th- June 18th, 2023 So, I started to go through the receipts, what a mess, these shift leads are terrible at paperwork! I noticed that there were several dates that had issues. There were the receipts issued to Herb for January, February and March, but then another 2 receipts issued by Stephen Sharpe to Frank Dolardo for $300 each for May, and we only received $300 in the accounting office. It is highly suspicious that all this money goes missing when Stephen Sharpe is on duty. Stephen always seems to have new clothes or technology… also suspicious. We have meticulous accounting policies, here at Trestle House and the accounting office is always available. Now I did not actually have time to do a full forensic audit, I did a limited sample for the year, and it appears that Stephen Sharpe’s name is all over this mess. I don’t have time to do a full audit, I am very busy, if they want that done, they should hire an actual accountant. Now I did have $600 show up in June with no receipt and name on it, but it is likely not Frank Dolardo’s money. Stephen Sharpe – Respondent- Investigation Testimony You need to know that accounting in this place is a mess. The safe in the Team Lead office does not even lock, and neither does the drawer. We have no secure way to store cash or cheques, as well theft is rampant in this environment. I did write Herb out three receipts for January, February and March, there was no cash associated with these receipts. Herb quite often loses his money, or it is stolen, or he spends it and cannot remember. Herb has a history of addictions and significant memory loss. He gets very agitated that he may be “kicked out” of trestle house, which would never happen, but he worries if the does not pay his rent he might be evicted. When he becomes agitated, he quite often becomes violent with the staff and other clients. So, I wrote him receipts to pacify him even though he did not actually give me any money. I made a note of this to accounting, I cannot believe that they are accusing me of theft. Mr. Dolardo I wrote two receipts, but crossed one out for the month of May because the room number was wrong on it. I also sent the $300 to accounting with the second receipt. I also sent $300 in May for Peter Philips with a receipt, and accounting apparently lost his money. There are terrible accounting policies here and the accounting office is a mess. Lyle Loving- Team Lead- Investigation Testimony Stephen told me he issued Herb “fake receipts” to calm Herb down for January, February and March of this year. Herb flips out if he does not make his payments and has punched or kicked the staff before. Stephen is the only person who can handle Herb, so I am not surprised that he gave him fake receipts to calm Herb down. The accounting practices are a joke here, our safe does not lock and the office is wide open. The Team Leads are always being blamed for losing money, but it is Trestle House’s lax policies and failure to give us proper means to secure the funds. Frank Dolardo- resident/client – Investigation Testimony I gave Stephen $300 in May; he gave me a receipt, but I told him that the room number was wrong on the receipt. He then wrote me out another receipt, I saw him put the cash in an envelope and he promised to walk it down to accounting later after lunch, as they were closed for lunch.
