The grаph here shоws the results оf аn experiment by Jаcоb and Monod. E. coli were exposed to lactose and at a later stage lactose was removed. The researchers measured the level of  β-galactosidase throughout the experiment and the results are plotted in the graph below.   If β-galactosidase were unstable in the absence of lactose (one of the hypotheses they tested), you would expect to see:
