QUESTION 1 (Shоrt Answer)The stаte legislаture оf Oregоn enаcts a law creating districts for electing state representatives to its own state legislature.  An individual voter believes that that Oregon's legislature has, in doing so, violated the U.S. Constitution's guarantee of equal protection in voting in two different ways. First, the voter challenging Oregon's districting law that the new districts drawn by Oregon's state legislature contain unequal populations. This leads to a situation where some individuals' votes have more weight than others: Those who live in districts with greater populations, as the individual voter does, have less voting power than those in districts with lower populations.  The creation of districts with unequal populations, the voter also points out, might lead to a situation where a minority of the population is able to elect a majority of the state legislature..   Second, the voter claims that, even where Oregon's state legislature drew districts with equivalent populations, it intentionally sought to draw districts that maximized Democratic candidates' chances of winning (and minimized those of Republican candidates) with the aid of data about the voters' partisan identification – and data about how much support the Democratic and Republican candidates each received in different counties in recent elections.
