In the sleepy tоwn оf Virgin River, а terrible crime hаs been cоmmitted. The аnnual Christmas display at City Hall has been vandalized. The townspeople are outraged and believe that a recent Muslim refugee from Turkey, Hassan Nanjiani, is to blame for the desecration of the Christmas display. The townspeople have been distrustful of Nanjiani since his arrival in Virgin River. The townsfolk have asked Sheriff Jack Mullins to arrest Nanjiani, who is also the groundskeeper at City Hall and would have had the access needed to destroy the display. Sheriff Mullins knows the truth:  the vandal is Scooter McCrea, a high school senior who was recently accepted to Yale. Scooter plans to study medicine and hopes to one day return to Virgin River to provide care to the underserved rural patients. Yale may revoke his acceptance if it learns Scooter is a convicted vandal. Sheriff Mullins believes he has sufficient evidence to frame Nanjiani. This would appease the townspeople, plus allow Scooter to go to Yale. What should Sheriff Mullins do?
